I think Tommy's best days are behind him but he would still be a serious player to bring off the bench with 10-15 minutes to go. The Benny Coulter example is well made. Tommy would cause major headaches for the team we're playing as he might draw defensive attention away from Conor McManus. He also would rise the crowd with his introduction. I think if he was gonna come back, sitting out the league was a good idea. With black card suspensions, injuries, etc etc, a good panel will be necessary if we are to make an impact in the later stages of the championship.
