It's a great competition most years where anyone can beat anyone on a given day. 5 intermediate winners in Galway have reached all Ireland football finals in the last 15 years if I'm not mistaken (Oughterard, Moycullen, Micheal's, Jameses & Caherlistrane)

I think the point is there is no point in senior going to 16 and not keeping intermediate at 16 too. So a season with 3 down and 1 up in both grades is needed. We did exactly this in senior a few years back to go back from 20 teams plus UCG.

Why do you say hopefully Spiddal go down? They reached the quarter-finals in their first year back senior in 2019, and arguably should have beaten Tuam in that match. All of their 2020 group games were extremely tight. They then beat Monivea to stay up. They've proven to be competitive at senior level so far.
