You'd struggle to find a manager that would stay with any set up for ten years without being ran or having walked away. The only way i see it is if a full time qualified games development officer took over the reins of a few underage teams on the way up so he/she would know exactly who is worth keeping an eye on and continuing to develop their progress. It wouldn't exactly be a burden to their normal duties.
