I honestly don't think limiting the handpass will work. Most of the hand passes against a blanket defence are lateral to an unmarked player. You will just see players giving 5 yard punt passes instead until they are making forward progress and then introduce their hand passes. The game wont necessarily evolve for the better without a helping hand. Most, if not all sports actively evolve through input from the governing body, eg if anyone remembers how nimd-numbingly boring soccer was before the backpass rule was introduced, the offside rule being altered to favour the attacker, etc. (apparently they change rugby a lot, but I never watch the tripe), and the changes introduced are invariably made with the sole idea of making the game more attractive to spectators.
