you would need a second referee on the field as it is with the rules today and to ask one referee to start counting hand passing as well as bounces, steps, black card offences etc would be enough to send most refs into early retirement. You mean the backcourt rule like in basketball Badger. Not a bad idea. Maybe an adaptation of the shotclock rule. If the ball doesn't get cleared from keeper or defender and through other players within 20 seconds into the opponents half it's a throw-in. Do it 3 times and opponents get a sideline ball. Might encourage more kick passing from the back. On a side note I'd love to see them give 2 points for a kick from play more than 40 yards and less than 5 from the sideline. Bit too NBA for the GAA?
