Should the GAA be more like Ice Hockey, and allow players to take off the gloves and batter each other.

How did you get to that as the solution.

Punish the players by the appropriate degree. Both players sins are rarely equal, why are the automatically treated as such.

Sometimes one of the players deserves a red. Sometimes one of the players doesn't deserve a card. Sometimes both deserve the same card and sometimes that's red. The punishment should fit the crime in all cases.

It's tougher at club level if a referee doesn't have umpires. At county level use your officials and make the correct decision.
