Suggestion:

The punishment for deliberate pulling down or tripping an opponent in the last ten minutes of a game inside the 21 or in the D will be a penalty kick from 11 metres.

Punishment has to be the same no matter what time of game it happen's. I think the sin bin would have been a better idea. If you get sin binned with 10mins to go your practically gone anyway.

Not a bad idea.

I think you do this you properly cut out cynical fouls. Giving up 14 yards will often be the difference between a free being in or out of scoring range.

Sin bin plus ball brought forward as suggested are best I believe plus much stronger action on faking/simulation and illegal targeting of players essential

As Tomás O'Shea and Alan Brogan ( replying to Eugene McGee condoning of targeting) have stated this is a growing and unacceptable trend. It will put good young players off and do far more damage than passing defensive fads.
It must be faced up to, outed and determinedly stopped or cynicism will leave football in a dead end trench dominated by sneaky thuggery.

Didn't read that previous. Maybe a trip/pull down out the field in last ten minutes to be awarded with a free on 45 or wherever it occurred (if inside 45) and the team that was fouled also gets to restart possession with the lick out awarded to them after this free is taken.
