Does GAA take discipline. As usually games this time of year GAA are lenient and rescinding red cards and suspensions again

Tiernan McCann blantant cheating
in the past Diramuid Connolly and our own John Miskella have also escpaed suspensions.
When these incidents happening in February the GAA are strict on rules why do GAA adjust rules later in year??
