I am completely baffled by that decision though I must admit I do not know every rule but it has to have been on the basis of tv evidence as there was enough of a stoppage at the time to consult other officials. Also the ref gave a free to Cavan in 1st half for an off the ball way down the other end of the field and when the Roscommon players were questioning why it was given he could clearly be seen pointing to his earpiece so if officials can advise easily during play I would assume it was not a case of message not getting through. Lads, the question isn't was it a red card or not - that was quite conclusive. The ref is wired up yet no action was taken and play restarted with a free followed by another passage of play before half time. I remember something similar in a Tyrone v Monaghan match (I think it was a 1/4final in 2013) when there was a bit of nonsense after the ht whistle and the ref started the 2nd half by sending Martin Penrose off.
