I think it's policy with a lot of counties not to play minors in under 21. In 2012 we had Ian fahy, Stephen o brien and Philip quirke who all played minor and senior but not under 21. They were all good enough for 21s but wouldn't want to burn them out doing too much too soon. Colin o Riordan was the same. I think, but only think no facts, that the great Padraig Brogan played for St. Jarlaths up to a colleges final and also played Mayo minor, U21 and senior in the same year. Can anyone confirm this? Yeah Stephen Lucey played rugby with Bective. His dad was a rugby man from Cork. No GAA in his family at all. He could never specialise in one position. 2007 final v kilkenny I remember the first 5 mins. Limerick played great afterwards and kilkennys fullback ought to have been sent off aswell as their corner foward.
