I doubt this will improve, too many officials with their own interpretation of the rules. The rules are not applied correctly, inconsistently and we still have a few dinasaurs from the school of "letting the game flow" which really means applying no rules. The use or abuse of the Black card just shows how poor the attitude to the applications of the rules, which is all but ruining the games. The so called blanket defending would be extremely difficult to deploy as a tactic if the rules where correctly applied.
