Why don't the Leinster football champions ever have to play the All-Ireland Club SFC Quarter-final against the London champions?

The Leinster champions are straight through to the All-Ireland club sfc semi-final every year.

Since 1991, only the Munster, Ulster & Connacht champions have travelled to London to play the Quarter-final.
