They do in Camogie and it works really well you have Junior, Inter and Senior all ireland league/championships, and most large counties compete in two grades its a great way to transition young players.

That was not always the case. Hurling was strong in places like Rush, Portrane and Lusk etc back in the day

Well Fingal is a stand alone county council which in theory makes it a county in its own right. But counties are only considered legitimate if they have been founded by the British

The counties were not founded by the British. The boundaries were defined by French-speaking Normans.

King John of England created the county structures in the 13th century. It was after the Norman invasion, nothing to do with the Normans other than that.
