The theory is their strongest team would play at 'B' level & the second team at 'C' level. What I'd like to know then is, how are the 3 counties involved supposed to subsequently field seperately at minor level? Compare this to Donegal who field U13 at U14C, U14 at U14B, U15 at U16C and U16 at U16B. Now that's a real "football county" looking to develop hurling properly instead of just pretending.
