That report is rubbish, I was at those games and never witnessed confusion to anywhere near that level. Some of those complaints are laughable,
"An issue arose in one of our games where a player struck a ball in or around the time the hooter sounded. Had the player struck the ball before the hooter, the score would have stood; if his strike was after it, it would not."
When the siren goes if the player has shot, give the score, simple. They act like the referees call on time added on is factual and doesn't create controversy. Tell that two the Mayo fans at the Final in 2013 etc etc. Mountain out of a mole hill stuff. If they want less confusion then abolish that black card rule and like the Dublin lads said, give us the hooters :-)
