While I'm not a fan of championship round robins, I proposed a group format earlier on this page - 4x4 Prov groups C, L, U, M with the other weak 4x4 groups W, X, Y, Z (could be R, E, S, T instead for the weaker 16 teams based on prov lines as well.

I have group teams playing other groups rather than their own - say, Cork and Kerry play strong counties from 2 other provs/groups (say both, play Dub, Meath, Kild, Laois at home, and Doneg, Tyr, Arma, Derry away) before playing each other in a prov final, provided they both do better than 2 other prov teams in their own group (say, Tipp, Lime) against the same schedule. If an 8-match schedule is too much, we could have 16 2-team groups (Kerry, Tipp), each pair against 2 or 3 other 2-team groups (4 or 6 match schedule) with just the winner advancing to a Rd of 16 (could incl prov finals and sfs).

Plenty of ideas - all a waste of time.
