royaldunne, you suggestion was tried in the league in the early 1990s, and it was an utter disaster. No need to try it again.

As a referee, it's got to give you a headache to count toward the max handpasses allowed, only to constantly reset to zero: 1,2,3,1,2,1,1,2,1,2,3 etc.
What about creating a handpass free zone - say, 1) the ball has to be kicked beyond the opponents 45 when taking ball possession between the 45s; and 2) adopt the new Intl Rules rule - kick outs need to cross the 45 metre line.

I think the weight of the football could be looked at. Or another means to allow it travel further a lot easier. I always found the O'Neills ball to be unnecessarily heavy. A slightly lighter ball would encourage more scores from around the 45.
