The weaker counties cannot get better in the current system because they cannot hold onto their players. Most players play a season or two with a weaker county, train all winter like the strong counties and end up finished for the summer at the end of June. These lads know their is more to life than that so they pack it in.
The strong counties retain players because they get football all summer long.
That's what really needs to be fixed. Round robin provincials are another bad idea.
There is a simple solution that keeps the weaker counties playing all summer and keeps them in the senior championship but you have to fix the whole season.
1. Shorten the league to groups of six with a top division of 8 - play Feb and March - div 1 to mid April
2. Play a seeded provincial championship starting in April and finished on June bank holiday
3. Play a round robin World Cup format with three levels (starting in Mid May for lower tiers).
4. Tiers are as follows:
senior - 12 teams - provincial finalist and best 4 losing semi finalist ranked on league finish (4 groups of 3)
Intermediate - 12 teams - 4 prov semi finalist plus 8 best quarter finalists based on league form (4 groups of three)
Junior - 8 remaining teams (2 groups of 4)
All matches played in June and July

5 All Ireland q final is a seeded draw with top 5 from senior, two from intermediate and winner of junior
