In conversation with a few other intelligent people at the top corned of the Imperial this same question was posed by the great Mrs T ( one who rarely made a wrong decision) was Cavan unfortunate that other Counties were so strong when Cavan should have won All Ireland and Ulster titles.

Its terrible that we can get beat in 12 Ulster Finals since 1965. Aye yes 12 finals we got beat in
That on the face of it looks terrible, but then if you look at the Counties that beat us several have gone on to appear inAll Ireland Finals.
But I feel and I remember the eminent Shaun Gaffney from the Celt writing that Cavan has not reached its full potential in several Ulster Finals. But as a fellow at the lower corner of the Imperial was heard to say about my Ulster Final discussion ... agh sure that is water under the bridge .....

i think due to partition and the troubles it was harder for teams in 6 counties and that donegal and monaghan should have won more

Cavan had a county board in place before a lot of the Ulster teams. The book on Charlie Gallagher said Cavan hardly trained before the Ulster championship games and only took it serious going into the All Ireland semis.
