December 08, 2006
Donal McElwain is currently working in the housing section of Monaghan County Council. He spoke about some of the company's work. Donal McElwain is a senior executive engineer in the housing division of Monaghan County Council. Having played at underage level with Scotstown, he also played football in England with St Michael's while living in Croydon. "The work of Monaghan County Council Housing Section includes the provision of social and affordable housing," he says. "There are various mechanisms for delivering this housing. These include Monaghan County Council's own build, housing provided by voluntary organisations and houses delivered by the private sector via Part V. "A lot of the work we do would be dependent on Part V of the Planning & Development Act 2000. This Act entitles the local authority to acquire up to 20% of houses in a private development. The Council have met over 100 developers over the last five years in relation to this Act. "The work can be fairly demanding. We act on behalf of the four town councils as well as Monaghan County Council. Our biggest developments so far has been the 170-house development at Convent Lands, Carrickmacross as well as the 109 houses in Bree, Castleblayney. Both of these were carried out with Respond Housing Association. "In our current multi-annual programme for the period 2004-2008, we are delivering 713 units."
