County Committee matters

The election of Seamus McElwaine (Scotstown) as Oifigeach Cultura & Gaeilge, the appointment of John Heaphey as Deputy Designated Child Protection Officer, the adoption of Annual Regulations for 2012, the Regulations for League & Championship 2012 as well as the Regulations for the administration of Youth football and hurling, the draws for the Crawley Cup, the structure of the U21 league & the minor league and championship, the ratification of membership of the various subcommittees and the appointment of Michael Henry as County Referees Administrator were the main items of business on a fairly lengthy agenda at the first meeting of the County Committee for 2012 which was held in the Community Centre, Drumhowan, on Monday evening last. County chairman Paul Curran welcomed everyone to the first meeting of the year particularly the new club delegates and Gerry Finnegan, chairman of the Drumhowan club also had words of welcome.
Regulations. The Annual Regulations for 2012, the Regulations for League & Championship 2012 and the Regulations re Youth Fixtures were adopted with the attention of clubs being drawn to a number of changes from 2011.
Child Protection. John Heaphey was appointed as Deputy designated Child Protection officer. Certificates for some people who had participated in a Child Protection in Sport Awareness Workshop were distributed and Cathal Hand informed the meeting that new delegates and new officers would be required to complete the Garda Vetting form and take a similar course.
Election. Seamus McElwaine was elected as the Oifigeach Cultura & Gaeilge following the withdrawal of the out going Officer JP Graham. In accepting the position Seamus McElwaine paid tribute to JP for his service over such a long period and thanked the clubs who had nominated him and went on to urge clubs regarding greater participation in Scor.
JP Calls Time. In withdrawing his name from the election JP also announced that he was bringing down the curtain on his involvement as an Officer of Monaghan County Board after a period of some 30 years starting back in 1981 when he was first elected as County PRO.
Fixtures. The reserve leagues will start with a round of matches in divisions 1 and 2 on Sunday, March 4th. There will be nine teams in the reserve football league division 3 and 10 teams in division 4. The draws were then held for the opening round of matches in the Crawley Cup: Preliminary Rd. Rockcorry v Aughnamullen,
1st Rd. Monaghan Harps v Eire Og, Scotstown v Blackhill, Rockcorry or Aughnamullen v Castleblayney, Killanny v Clones, Sean McDermotts v Inniskeen, Toome v Oram, Truagh (3rd team) v Emyvale (2nd team), Aghabog v Fergal Fergal O'Hanlons.
U21. The proposed format for the U21 league would be to play it in 2 divisions of 8 teams each divided into north and south sections. It is proposed to start the competition on Wednesday, June 20th culminating with the final on July 20th. The clubs to consider this and get their feedback in to CCC as soon as possible.
Minor. The minor leagues and championships would be as follows, division 1 with six teams played as a double league and the division 1 championship would have 2 groups of three teams with the top two in each group going through to the semi finals. Division 2 would have 8 teams and be played as a single league with the championship being run off in 2 groups of 4, top two in each group to the semi finals and division 3 would have 8 teams played on a single league with the championship run off in 2 groups of 4. Division three will be 13 aside. It is proposed to run off the leagues first with the semi finals and finals at the end of July and the championship then taking place in August with the finals in early September. Clubs can ask for a review of which league they have been placed in.
Sub Committees. Chairman Paul Curran gave a rundown on the personnel who will serve on the various subcommittees, 21 subcommittees in all. The membership of the subcommittees was approved on a proposal of Paul Curran, seconded by Ciaran Lavelle, Clontibret. The appointment of Michael Henry as Referees Administrator in place of Jim O'Rourke was approved.
AOB. 1. Nominations will be sought from the position of minor hurling team manager.
2. Re the discussion paper on payments to managers there will be a meeting with club delegates, club chair persons and secretaries as a response has to be with Croke Park by February 24th.
3. A request from the referees for an increase in match fees will be put to the clubs at the next meeting.
4. Emmet Flanagan, Cremartin, commented on the scenes that marred the All Ireland club junior championship semi final on Sunday.
Votes of Sympathy. Votes of sympathy were passed with the families, clubs, relatives and friends of those who had suffered bereavements since the last meeting with a prayer offered for the deceased.
