County Committee matters

A debate on the timing of minor fixtures relative to U21 fixtures, the ratification of interclub transfers, the approval of the County minor panel for the month of March, a discussion on referee's expenses, the launch of the Fixtures & Information Booklet are as well as a short address by the incoming vice president of the Ulster Council Martin McAviney were the highlight of last Monday night's county committee meeting that was headed in the Pearse Brothers Centre, Ballybay. The minutes of the previous county committee meeting and the intervening management committee meetings were approved on the proposal Ciaran Lavelle seconded by Luke Cunningham.
Finance. County treasurer Marion Donnelley will be giving a full report on financial matters to date at the April meeting.
CCC. It was agreed that all Corduff's games in the MFL division 2 would be played at 13 aside and following a lengthy discussion and a number of proposals it was agreed that minor competitions will be played on Tuesday nights with U21 competitions on the Monday night.
Youth. The following additions were made to the Regulation for the Administration of Youth Football and Hurling. Games will be of 4 quarters of 13 minutes duration and the break between quarters will be a maximum of five minutes. All games in the under 16 competitions, football only, involving Corduff will be played at 11 aside and where clubs are entering a second team in the same age group for under 16 the first 18 players must be submitted to the County Youth Officer seven days prior to the commencement of competitions. The first Youth Forum of the year takes place in Aughnamullen tonight, Thursday at 7:30 p.m. and juvenile competitions are scheduled to start on March 20th.
SERVASPORT. Clubs were given a run down on the Servasport system which is as sports management solutions Web-based program that will handle all fixtures, results, league tables etc and Monaghan will be using it for all fixtures this year. Juvenile fixtures are already programmed in and adult fixtures will be added shortly.
Referees. Following a fairly lengthy discussion a new the fees structure for referees was agreed, €35 for all adult games including minor and €30 for all juvenile matches. Clubs were also informed regarding the spread of the costs of referees' gear and on the proposal of Laura Treanor, Emyvale, it was agreed to explore the possibility of sponsorship for referees next year. There will be a seminar for all young referees and all those who will be handling the underage games on March 23rd in the Hill Grove Hotel, Monaghan commencing at 8.30 p.m..
Registrations. The up-to-date registration submitted by clubs was circulated at the meeting. A number of clubs have to bring their lists up-to-date and all club registrations to be completed by March 31st.
Strategic Plan. The final draft of the Strategic Plan will be submitted following the inclusion of the outcome of the Club Forum that was held on Thursday, March 4th. The updated final draft will then be submitted to the Ulster Council and should be ready for ratification at the April county committee meeting. The chairman expressed his deep disappointment that some clubs did not attend the Club Forum. 24 clubs had attended and those who were not present were named by the chairman.
Scor. The 2 clubs from the county, Scotstown and Killeevan who had participated in the All Ireland Scor na nOg finals were complimented. Pauline Rooney reported on the county final of Scor Sinsir, when 18 clubs and 118 competitors had made for a memorable night in Ardaghey. The winners will be joining clubs from Cavan and Fermanagh for the Ulster semi-final in Stradone tomorrow night Friday, March 12th starting at 8 p.m.. The Ulster final of senior Scor takes place in Threemilehouse on Saturday, March 27th. Pauline Rooney also urged all delegates and all clubs to make a special effort regarding use of the Irish language particularly around St Patrick's Day and Seachtain an Gaelige.
Sub Committees. The chairman announced some changes to a number of sub committees.
Grading. The agreed grading lists for the reserve competitions were circulated.
Transfers. The following transfers were approved having been signed by both clubs. For the first time in many years no transfers were contested.
Handball. Katrina Mone gave a rundown on the programme of games in the Ulster championships which were ongoing. The juvenile finals will take place on Sunday next in Kingscourt with 12 players from Monaghan taking part. The chairman congratulated all those who had taken part in the Ulster finals in Truagh and he complimented the Truagh club for their management of the occasion.
Communications. The Fixtures and Information Handbook for 2010 was launched and circulated to clubs after the meeting.
County Teams. The county football team was congratulated on their victory over Tyrone and the hurlers for their two victories over South Down and Fermanagh. The chairman paid tribute to Inniskeen for their hosting of the Tyrone game with Inniskeen delegate Pete Meegan thanking the county board officers for their help in managing the event. The county U21 team was congratulated on winning the Shamrock Cup.
Votes of Sympathy. Votes of sympathy were passed with the families, clubs, relatives and friends of those who had suffered bereavements since the last meeting with prayers offered for the deceased.
Next meeting. The next meeting of the county committee will be held in Castleblayney College on Tuesday, April 6th at 7:30 p.m..
Ulster Vice President.
The incoming vice president of the Ulster Council Martin McAviney was present at the meeting and was congratulated by the chairman of on his election to the position. In thanking the county for his nomination and support Martin McAviney spoke of the privilege it was for himself, his family and his club to be elected as vice president of the Ulster Council. He welcomed Monaghan's two delegates for this year John Connolly and J. P. Graham to the Council and he thanked Declan Flanagan for the work he had done during his five years membership. He also used the occasion to thank the county committee and the clubs of Monaghan for their support at the time of the death of his brother John, something that was very much appreciated, and he looked forward to working with the county committee and the clubs during his three year term as vice president. Martin McAviney was elected at the recent Ulster Convention in Cootehill having served three years in each of the offices of PRO and Treasurer. The new Ulster President is Aogan Farrell, Cavan, Treasurer; Michael Hasson, Antrim and PRO Oliver Galligan, Cavan.
