Congress: one v one penalties get the green light

Delegates at GAA Congress, which is taking place today in the Slieve Russell Hotel, Cavan, have vetoed the introduction of a black card in hurling but have unanimously voted for one-v-one penalties.

All morning counties have been voting on the the 65 motions on the agenda and, so far, the headline news is that from now on penalties in hurling will be taker versus goalkeeper with the ball to be struck on or outside the 20m line.

A massive 84% of those in attendance were in favour of the change to the penalty rule while motion 22 was also passed with 92.4% of the vote which means there is now an advantage rule in hurling.

The Black Card motions in hurling were comfortably defeated when receiving just 29% of the vote while, unsurprisingly, there was little appetite amongst delegates to allow a player given two yellow cards in hurling be replaced by a substitute.

In other hurling news, the winners of the Christy Ring Cup will in future be promoted to the following year's Leinster SHC qualifier group.

And the Tipperary motion proposing that extra-time be played in all championship games was comprehensively rejected with 87.6% wanting to retain replays.

Meanwhile, there was a big debate on motion 13 which called for the introduction of temporary substitutes, just like blood substitutes, in the event of a player suffering a suspected concussion.

The GPA's Sean Potts asked that the motion be deferred, pending further scientific and health and welfare consultation, and this was agreed.

Finally, the motion to delete the hooter/clock system rule for inter-county hurling and football games in the official guide was passed by 83.1%.

The Breffni County's Aogán Ó Fearghail will officially take over from Liam O'Neill as GAA President today.
