GAA President Christy Cooney has called on county boards to ensure that the training ban is adhered too.
County GAA teams are not permitted to train collectively during the months of November and December, but the rule is alleged to have been flouted in most counties as teams prepare for the new campaign.
Only last week, Roscommon were under scrutiny after it was alleged that they played a challenge match against a Dublin college team with a team that included a number of this year's panel, which is in direct conflict with the rule and the Rossies are now under investigation from the CCCC.
Cooney admits that it is virtually impossible for Croke Park to monitor every county, so he has stressed to every county board to make sure that the rule is applied.
"At the end of the day, we can only do so much. If it comes to us having somebody monitoring every county, watching players, and are they training or not training -- counties have to respect the situation," Cooney told the Irish Independent.
"They voted at Congress for this, they made the decision, it's time they respected it. Counties have responsibility, managers have responsibility and we believe, from a medical approach, that players need rest time.
"They also need time with their families. It's Christmas time and they should have that time and space. Collective training at this time of year is unnecessary."
