Lifting the treaty 2 Special Convention
Two out of Three Posposals were Passed.
On Tuesday Evening February 5th The Limerick G.A.A. special convention on the proposals for Lifting the Treaty 2 held in Claughaun in a packed hall this document was put to the County delegates. The lifting the Treaty 2 committee spoke to the Club delegates and out lined their reason why they fully supported The Lifting the Treaty 2 and asked the clubs to do likewise. The document went in three sections with former senior hurling star Paddy Kelly speaking for the document on section 1 the senior hurling championship. Blackrock s Carmel Murphy spoke on section 2 of the document was intermediate hurling championship and the final section 3 contained the Junior hurling championship, County leagues, Un.21 hurling, Juvenile hurling, Third Level Colleges, and Schools. In which John Ahern St. Kieran s, John McCarthy Crecora and Noel Hartigan GDA. All spoke on behalf of section 3. Following very good and long discussions. Chairman Oliver Mann put the proposals to the floor Section by Section. Following the show of hands for each section the following is the result and the proposal.
Section 1 Passed Proposal for Senior, Premier Intermediate and Intermediate Hurling Championships.
Section 2 Lost Proposal for Junior A Hurling Championship.
Section 3 Passed Remainder of Document.
Section 1 Carried in favour

SENIOR HURLING CHAMPIONSHIP
Senior Championship to consist of two groups of six teams with each team guaranteed a minimum of 5 championship games. Introduction of a Premier Intermediate Championship to consist of a single group of 8 teams. Groupings to be decided on the basis of performance in 2013 Senior and Intermediate Championships. Relegation from 2013 senior hurling championship as follows,
These teams would play off against each other as below:
3rd Group 1 v 4th Group 2
4th Group 1 v 3rd Group 2
3rd Group 3 v 4th Group 4
4th Group 3 v 3rd Group 4.
The winning teams would proceed to contest the semi-finals of the County Cup with the losing 4 teams regraded to Premier Intermediate. Top team in each group to qualify for semi-finals, 2nd placed team in each group to qualify for county quarter-final against third-placed team in opposite group, 3rd placed team to qualify for quarter-final against second placed team in opposite group, 4th and 5th placed teams in each group to contest the County Cup semi-finals. Participation of Divisional Team to be discontinued from 2013. Consequently, to allow for 16 club teams in the championship, it is proposed that there be no relegation from the 2012 senior championship.

PREMIER INTERMEDIATE CHAMPIONSHIP
Single group of 8 teams ensuring a minimum of 7 championship games for each club
Top four teams qualify for semi-finals, Finalists promoted to Senior for following year. Bottom two teams to be relegated to Intermediate for the following year.
Champions to represent Limerick in the Munster Club Intermediate Championship
By giving teams°¶ seven championship matches, it is hoped that the standard of this grade will improve to the levels of making promoted teams fully competitive in the senior grade.

INTERMEDIATE HURLING CHAMPIONSHIP
Grade to consist of 12 teams divided into two groups of six
The 12 teams shall be those remaining, minus the relegated team, from the 2013 Intermediate championship that have not qualified for Premier Intermediate.
To facilitate a 16-team Intermediate championship in 2013, it is proposed that there be no relegation from the 2012 Intermediate championship. The Junior A Champions from 2013 will be promoted to this grade for 2014. Top team in each group shall qualify for a semi-final, 2nd and 3rd place teams in each group shall qualify for 2 quarter-finals with the winners progressing to the semi-final. Bottom team in each group to be relegated to Junior A for the following year. Championship finalists to be promoted to Premier Intermediate for following year.

Section 2 Lost
JUNIOR A HURLING CHAMPIONSHIP
This was an area of particular concern as there is currently an imbalanced games programme for players participating in this grade.
The workgroup commends the work being done by the Divisional Boards to promote our games and they have a vital role to play in our future development.
Following consultation with the Officers of the Divisional Boards and, in adherence to the Key Principles outlined at the beginning of this document, the following proposal is submitted in respect of the Junior A Hurling Championship.
A City/East Junior Hurling Championship to be jointly administered by the City and East Divisional Boards
A South/West Junior Hurling Championship to be administered by the South and West Divisional Boards
Both championship finalists to advance to county semi-finals to be administered by County Board
Gate revenue from championship to remain with Divisional Boards up to the county semi-final stage
Players will be guaranteed a more balanced and meaningful games schedule as a result of this proposal
Both paired Divisions (City/East and South/West) to form a joint Competitions Control Committee which shall oversee the Junior Hurling Championship in their respective regions

Based on 2012 participants and results, the new championship would appear as follows:
CITY/EAST SOUTH/WEST
Ahane, Askeaton, Ballybricken/Bohermore, Bruff, Ballybrown, Castletown/Ballyagran, Crecora, Croagh/Kilfinny, Doon, Croom, Fedamore, Dromcollogher/Boadford, Kildimo/Pallaskenry, Feenagh/Kilmeedy, Kilteely/Dromkeen, Feohanagh/Castlemahon, Monagea, Na Piarsaigh, Killeedy, Old Christians, Kilmallock, Patrickswell, Staker Wallace, St. Patrick s, St. Mary s/Sean Finns, Templeglantine and Tournafulla. It is further proposed that the Junior B hurling championship would continue in its present format. The 4 Divisional Boards would, of course, retain the option of reviewing their competitions with a view to making alterations if deemed necessary.
Section 3 Carried in favour

COUNTY LEAGUES
Senior all-county league to consist of 20 teams (12 senior and 8 Premier Intermediate)
Groupings shall consist of 4 groups of 5 teams. Games to be played on either Tuesday evenings and/or weekends. There must be a concerted effort to have inter-county players made available to their clubs on a more consistent basis. It is proposed to highlight a certain number of fixtures (both All-County league and Divisional) where county players will be available to play with their clubs. County managers at all grades will be required to co-operate with this proposal if adopted. Inter-county players outside the match-day squad of 26 can play with their clubs in games falling on the same weekend as inter-county fixtures. Leagues will commence earlier to allow for the Master Fixture List to accommodate the extra games in the Championship
The Intermediate League will consist of at least 12 teams with Junior Clubs being given the option to enter this league. The remaining junior clubs shall participate in a Divisional League. Championship draws shall be made before League fixtures are finalised in order to allow for a greater variety of games. A sponsored incentive shall be sought for league winners such as a club training weekend in UL for example.
The workgroup also recommends greater utilisation of the month of July for games (either League or Divisional Championship) as non inter-county players are generally inactive at this time.

MINOR HURLING
Minor Hurling has faced several difficulties in recent times due to a number of factors such as the following: Declining participation numbers. Clubs having difficulty in fielding teams, Pressure of exams, Fixtures Scheduling, Competition from other codes
With the above in mind, the following proposals are submitted for discussion.
* A Premier Championship of 8 teams. An Un.17 blitz to be introduced to cover the Halloween midterm break period and to give clubs the opportunity to plan for the following years minor competitions. A competition for non-exam tied players to be run over two weekends in a blitz type format. The structure of the minor championship can be assessed following the Halloween blitz Greater utilisation of the month of September for championship matches with a view to having the finalists in place by the date of the county senior hurling final. Whilst being mindful of the difficulties facing clubs in fielding teams, the workgroup is concerned that players participating in 12-a-side competitions are at a serious disadvantage when moving up to 15-a-side games as they grow older or join inter-county squads. Consequently, the workgroup recommends the replacement of this structure with 13-a-side competitions in all grades from Un.21 down to Juvenile level. There is also the option of continuing with the current system for championships OR Examining the competition structure as per the Junior hurling proposal with the All-County 12-a-side format being replaced with a 13-a-side competition.

U21 HURLING
Issues facing this age-grade are as follows: Scheduling of games College exams Crossover between minor and senior. Difficulties in fielding teams.
The key decision is in deciding when the Un.21 championship takes place, i.e. early or late in the season. With the football competition starting in October and clubs involved in the final stages of championships, it is recommended that the competition continue in the same format as heretofore.

JUVENILE HURLING
Many of the difficulties faced in minor hurling also overlap into the Un.16 grade. Again, the aim is to provide a meaningful and balanced games structure whilst being considerate to the challenges faced. Having 8-team groups, where feasible, across the various competitions helps to provide for a better games schedule. Clubs shall have the option of an Un.16 blitz during the late July/early August period in an effort to provide hurling for clubs with available players. Blitz to be run by Coaching and Games in conjunction with Bord na nOg 1,329 games were played at Juvenile level in 2012 with 171 walkovers being given. The majority of these walkovers occurred in the Un.14 League and Un.15 Blitz. To address this, it is proposed to replace both competitions with an Un.15 League to commence as per the current Un.14 league starting date. Championships will continue to run on a league-championship basis with finals to be completed by early October. The workgroup recommends that juvenile competitions continue to be regularly reviewed and evaluated by Bord na nOg, Coaching and Games and all relevant stakeholders with regular feedback being sought from the clubs.

THIRD-LEVEL COLLEGES
Limerick is lucky to have three strong and competitive third-level colleges in U.L., L.I.T. and Mary I. It is recognised that we need to strengthen and maintain the link between Limerick G.A.A. and these institutions. The following initiatives are proposed: A register to be created and maintained of Limerick players entering our colleges. Third-level Development Officers to monitor and report on the progress of our players in terms of playing third-level games and participating in G.A.A. activities in college. This would ensure that our hurlers are being given the opportunity to play at third-level and would also examine issues of non-participation. Exploration of the possibility of creating an annual third-level tournament between the colleges for Limerick players in those institutions. Coaching and Games to become more involved in liaising with Limerick college hurlers and third-level Development Officers through the co-operation of Provincial Council.

SCHOOLS
The first Lifting the Treaty programme put in place a comprehensive plan for improving hurling in our primary schools. This project intends to concentrate more on our post-primary schools and seeks to achieve the same improvements in this sector.
As with third-level, a stronger link needs to be formed and maintained between the post-primary schools and Limerick G.A.A. Recent success and higher participation in the Harty Cup, along with the establishment of a single post-primary Board has led to a better system of competition and games structure. In order to further this improvement, the following discussion points are put forward: Investigate and encourage the establishment of a combined team in each Division, along the lines of West Limerick Colleges, to compete in Provincial post-primary competitions. Greater utilisation of Coaching and Games to establish a sustainable presence in our secondary schools. The introduction of a GAA Register, as per 3rd-level, to identify and monitor hurlers in the schools. Investigate the possibility of holding an Un.17 tournament for Transition and 5th year students amongst the Limerick post-primary schools in May 2013. Continue to develop the Club/School Link Programme in the primary schools.

COUNTY DEVELOPMENT SQUADS
Our underage development squads and schools of excellence are progressing well in recent times. All age groups from Un.14 to Un.17 are making an impact in their respective competitions and, to encourage further progress, several initiatives are proposed: Poor basic skill levels in players have become a concern of development squad coaches. In order to improve same it is proposed that there be a greater involvement from the GDAs at Mackey Cup level to identify and improve skill-based issues before players move forward to county squads. Consider bringing potential inter-county squad members together in late November in Rathkeale/U.L. for a skill-based as opposed to a match trial. Feedback and pointers to be given to all players to work on before returning for match-based trials in the New Year. Alternatively, consider the introduction of Pre-Academies at Divisional level, under the auspices of Bord na nOg, to play a tournament from which the Un.14 and Un.16 development squads would be formed. Examine the feasibility of combining the Un.17 and minor squads under one management for two-year terms in order to provide continuity of approach and style.
