Between Special Structures Committees, Divisional Conventions, the Tipperary team in New York and Shinty, Ed Donnelly has left no stone unturned with this weeks happenings in the Premier County. SPECIAL STRUCTURES COMMITTEE On Thursday night at 7:30pm in the Sarsfields Social Centre Thurles, a special meeting to discuss the proposals of the Special Structures Committee will take place.  The Chairman, Secretary and one other member of each club are asked to attend.  This is an opportunity for all clubs to articulate their views on the running of the club championships and where possible, a full attendance from each club is requested. DIVISIONAL CONVENTIONS The West GAA Board's annual convention will take place on December 3rd.  The Mid GAA Board's annual convention will take place on December 4th in Templemore.  The South GAA Board's annual convention will take place on Sunday, December 7th in the GAA Centre in Clonmel at 6:00pm.  The North GAA Board's annual convention will take place on December 8th in the Nenagh Éire Óg Complex. TIPP TEAM IN NY Tipperary's win in the recent New York Senior Hurling championship was their 24th title since the competition began.  The Tipperary team and scorers which lined out in the replay against Connecticut State was as follows: - Tim Cullen, Sean Quirke, Paul Curran, Liam England (0-2), Owen Cummins (1-2, all frees), John Madden, Mike Kennedy, John Treacy, Eddie Brennan (Kilkenny) (1-3), John Byrne (0-2), Trevor Fletcher (0-9, 7 frees), Kevin Kennedy (0-1), Robbie Ryan (3-1 and man of the match). Subs: Alan Slattery (0-1) Mickey Maher, Dennis Ryan.  The Connecticut State team included Bonny Kennedy who scored 2-1, Denis Byrne who scored a point and Henry Shefflin who scored 1-9. NORTH SCÓR NA NÓG The North Tipperary Scór AGM was held recently in the Éire Óg complex in Nenagh.   The following officers were elected on the night: - Chairperson - Mai Fogarty (Templederry), Vice Chairman - Seam Creamer (Portroe), Secretary - Tom Gleeson (Silvermines), PRO - Deirdre Molampy (Portroe). The North Scór na nÓg Final has been scheduled for Friday, November 28th in Borrisoleigh Hall. Each club is required to take part in a minimum of 2 competitions. Finally, best wishes to PRO Deirdre Molampy who is recovering after a recent car accident. FOOTBALL DEVELOPMENT PROGRAMME The first session of the Football Development Programme for the 19 to 22 year old age group was held last Saturday evening in Dr. Morris Park. There was a large attendance of players on the night as the programme got off to a successful start.  There were a number of coaches present to lend their assistance including Peter Creedon, Philly Ryan (Commercials), Tommy Sheehan (Fethard), Sean Scully (Cashel CS) and Brendan Hoare (Garda College).  The programme will continue next Saturday evening, again in Dr. Morris Park. SAQ CONDITIONING COURSE This course will take place on two consecutive Thursday's (November 13 & 20) from 7:30pm to 10:30pm in the Thurles Sarsfields Social Centre.  The target audience for this course is Club and County coaches, PE Teachers and Schools Games masters.  The objectives are the courses are (1) To examine the components of fitness on a sports specific basis; (2) To explain the principles of stamina training; (3) To teach the principles of specific strength development; (4) To demonstrate exercises and drills, which promote conditioning or pre-season fitness.  There will be 1 hour of theory and 2 hours of practical demonstration on each night.  Jim Kilty will be the tutor and there is a cost of Eu30 per participant. TIPP MAN ON SHINTY SELECTION TEAM Paudie Butler of the Drom/Inch club was a selector on the Ireland team that took part in the Shinty / Hurling international in Inverness, Scotland recently. Ireland defeated Scotland in the Senior international by 24 points to 16 while Ireland also won the Under-21 international by 12 points to 10.  The Ireland team was made up of players from the so-called weaker counties.  Players from Wicklow, Dublin, Laois, Derry, Antrim, Armagh, Louth, Mayo, Sligo, Tyrone and Westmeath were involved. UNDER-14 FOOTBALLERS Tipperary qualified for the final of an Under 14 Football Tournament in Waterford last weekend.  However, they lost to Limerick in the final on a scoreline of 2-3 to 0-6.  Clare defeated Waterford in the Shield Final. BALLINGARRY WIN MUNSTER SENIOR HURLING LEAGUE Ballingarry are the Munster Senior Hurling League Champions for 2003.  They defeated Ballybrown of Limerick in the Final recently on a scoreline of 1-20 to 2-9.  Munster Council Vice-Chairman Sean Fogarty presented the cup to the Ballingarry captain Patrick "Blondie" Ivors after the match. Ivors also received the man of the match award.  Ballingarry defeated St. Catherines of Cork in the semi-final while they also played Killeagh (Cork), Causeway (Kerry) and Ardfert (Kerry) in the earlier rounds of the competition that began in April. This was the first year of the competition, which was open to all Munster Senior clubs that had not yet won a County Senior Championship. CAHIR WIN MUNSTER SENIOR FOOTBALL LEAGUE Cahir are the Munster Division 2 League Champions after a 3-12 to 1-6 victory over Ennistymon (Clare) in the Final last weekend.  Cahir will play St. Senan's Kilkee in the Munster Club Championship Semi-Final on Sunday week. EMLY FUNCTION On Thursday evening, November 20th the Emly GAA club are holding a function in the Golden Thatch, Emly.  A number of past Emly teams will be honoured, including the 1968 team that won the County Junior Football final and the 1959 and 1960 Senior team which won back to back West Senior Football Finals.  Legendary commentator Micheál Ó'Muirceartaigh and GAA President Sean Kelly will be present on the night. KILRUANE MCDONAGHS GAA CLUB HOST SHARON SHANNON The Kilruane McDonaghs GAA club are best known for winning the All-Ireland Club Final in 1986.  In recent years, the famed club were relegated which was a massive blow at the time.  However, things are turning around on the field and Kilruane are in the County Intermediate semi-final against Golden-Kilfeacle this weekend with the hope that they will be able to regain their Senior status. Off the field, the club has recently completed work on a new facility known as the Cloughjordan Sports Complex at McDonagh Park, Cloughjordan.  On next Saturday evening November 8th, the Kilruane GAA club has organised the first major event for this new complex and guests will include Sharon Shannon, Eileen O'Brien Minogue and the All-Ireland Winning Scór ballad group from the Shannon Rovers club. All are welcome. INTER-FIRMS UPDATE In the Munster Junior Football Semi Final, Tipperary representatives Merck Sharp & Dohme lost to the Cork Gardai on a scoreline of 2-10 to 2-6. The Munster Senior Hurling Final between the BOI Lifetime (Nenagh) and Molex (Shannon) will take place in the next few weeks. HANDBALL The recent World Handball Championship was the second largest sporting event held in Ireland this year with 1100 competitors taking part, including 26 from Tipperary.  An hour long round up of the championship will be shown on Network 2 on Saturday evening at 5:00pm. TIPPERARY GAA MEMBERS DRAW 2003/2004 The Moyle Rovers GAA club will host the Tipperary GAA Members Draw for November on Friday evening, November 7th. The venue will be the Halfway House, Rathronan.  All are welcome on the night and best of luck to all those who have subscribed to the GAA Draw for 2003/2004. HARTY CUP Five Tipperary schools are in Harty Cup action next week.  St. Joseph's Borrisoleigh play Thurles CBS in a "winner takes all" match.  There will be a local derby when Abbey CBS play Doon CBS.  The other games with a Tipperary interest include Our Lady's Templemore vs. Midleton CBS and Cashel Community School vs. Kilmallock CBS. TIPPERARY WIN U-16 PLATE FINAL Tipperary defeated Kilkenny on a scoreline of 6-19 to 1-7 in the Arrabawn Co-op Plate Final played in Urlingford last Saturday.  Wing-forward Shane Long of Gortnahoe-Glengoole was the winning captain.  Condolences to the Long family on their recent bereavement. REFEREES Last week, I asked the following question.  In the case of a sideline puck / kick, can the ball be moved 13m more advantageous than the place of the original puck / kick where dissent is shown?  The answer is No.  A yellow card or red card can be shown in this case, depending on the level of dissent.  But, if it was a free the ball can be moved. On to this weeks question.  A puck out / kick out by Team "A" after a wide.  A player of Team "B" is lying on the ground between the 13m line and 20m line.  He is resting. No other player is involved. No one is administering assistance.  The goalkeeper of Team "A" pucks / kicks the ball out to the centre-field area.  A player of Team "B" catches the ball and passes it to the player mentioned above.  He scores.  Is the score allowed?
