You must be some man if you can lift and strike a free without bringing the ball forward at least a meter. There's no such thing as a 21m free anymore (if they enforce their new rule properly, which they probably won't).

If u read the ruling properly u would see that the striking player can move the ball back 7 yards,but must not strike the penalty inside the 21 yard line.

So it's not a 21 yard free, as I said. They'll have to move it further out. It is impossible to be just on the 21 so there's two possibilities.
1- The free taker is further back despite facing the same opposition on the goal line.
2- He brings it past the 21 and gets blown up. But as I said, they aren't going to enforce their rule consistently.
