Im not surprised, if he wanted to sign to another county why in the name of God would he go to Kildare?
If he was thinking of leaving Tipp, hed surely have went to Cork or Kerry were he'd of had a genuine chance of winning the All Ireland.
I dont believe the chap ever had any intentions of playing with any other county.He was happy to represent his native county which is what the GAA is about.

Declan Browne was a man before his time. Not only was he, like many GAA players around the country, passionate about playing for ONLY his county, he also brought football to a new generation in Tipp. He could have taken the hurling option ( the man had talent ), but stuck to his guns and stayed with the big ball. Pity we still don't have him today with the new generation we have representing us. We may or may not win a munster title if he was in todays line up, but we would give the qualifiers a good run.
