This all depends on how you determine 'dual' status. If a county has to be in Division 1 in both codes, only Galway and Dublin count. If you include Division 1 and 2, Kerry, Westmeath, Cork, Laois and Wexford. I think lilywhite93's assessment is pretty accurate but for the past 30 years, Cork, Offaly & Galway are probably the best of the lot.
