Likewise for fouling the ball, such as over carrying, touching it on the ground etc." Yes I don't think the Roscommon player fouled the ball. 7 seconds I counted from the moment the whistle was blown to then getting penalised. There's different layers of frees already, indirect frees for certain issues. It wouldn't be too hard to make fouling the ball offences one point frees only. Simple enough to apply.
