1st Tier - Kerry & Donegal
2nd Tier - Armagh, Galway, Meath
3rd Tier - Roscommon, Mayo, Dublin, Louth,
4th Tier - Derry, Tyrone, Cork,
5th Tier - Kildare, Down, Monaghan, Cavan
6th Tier - Wexford, Westmeath
7th Tier - Offaly, Laois, Sligo, Limerick, Clare
8th Tier - Fermanagh, Carlow, Longford, Wicklow, Antrim, Tipperary, Leitrim, London, New York
9th Tier - Waterford

If your off it on a given day, the tier below can beat the tier above - no one is jumping 2 tiers though.

Meath are Tier 3 unless they win Leinster.
If you are using the League form they just about beat Cork and are certainly not 2 Tier's apart.

This year's Leinster semi-finals will be played at Glenisk O'Connor Park and Laois Hire O'Moore Park on the first weekend of May. Good decision to keep them out of Croke Park. Dublin (home league ground advantage) and Meath - (temporary home league ground advantage) would have an unfair advantage.
