The Rule I quoted refers specifically to home venues for all Senior Inter County Championship games.

Pray tell what Senior Inter County Championship games that Ardee met these criteria for earlier in the year?

Or indeed, what Senior Inter County Championship games has that venue ever met the criteria for?

All season ticket holders catered for.
Believe we have around 3.5k (got my tickets this morning). Heard Louth have 800, no clue how accurate that number is for Louth. County board got some. Sponsors will get theirs. No further sale in Armagh the clubs have been told so presume whatever is left will go to Louth clubs.

Ardee isn't allowed to host championship games due to the grass bank. Same as Drogheda.

The Westmeath manager was talking about the advantage the league qualifiers had being able to focus on their Round 1 opponent who were preoccupied with a provincial final. Step 1 is acknowledging the flaw. Step 2 is a suitable solution. It seems the solution will be some rearranging of chairs.
