Could Players Born In One County Playing For Another County Lead To Professionalism

I just wonder would / will the pratice of footballers born in one County transferring to a club in another County and then playing for that County lead to a semi - professional set up similiar to the money Bags who offer / invite players to play in other Countries championship for a money .
My own view is that people should play for ones home club ( unless work , education or other good reason makes that awkward ) for players.
Your home Club / County should be the starting point .

I suppose the same could be said for players changing Clubs , Born in one club area and seeking to play with another even in the same County . As one that supports a big Club that is inundated with want a be stars wishing to transfer into us I feel that for we small country Clubs to loose a good footballer is devastating
