No they won't, impossible to go from Div 1 in 2019 to Div 3 in 2020 thankfully.

End of 2019 division 2 end of 2020 division 3 thats if they don'e make huge changes from the bottom to the top. New management no development squad coaches the best players brought in then it will be a different story off course.

Replying To aceofspades:  "First off both Galway & Dublin won 2 All Ireland U21's each during this time, also the likes of the Tyrone/Donegal players were moving on to successful teams .In Tyrone's case they had won Ulster in 09/10, were reaching All Ireland semi & quarter finals and playing Div 1, Donegal won Ulster in 2011/12/14 the All Ireland in 2012 and playing Div 1.Their were young lads moving into successful confident outfits and it made the transition from U21 to senior a lot easier on them as they had highly experienced/successful players to learn alongside. Unfortunately for our young lads they had none of this , we were a perennial Div 3 team actually struggling to stay there, winning an odd championship game now an again against ( actually since 1997 we've never beaten Tyrone,Donegal or Derry in the Championship while we've been beaten at least once by all other counties).The senior dressing room our lads were entering had a lot different atmosphere than the likes of Dublin/Donegal etc. Our lads had to learn on their feet, as they say, they had no old successful experience heads to fall back on for advice when things were going wrong on or off the pitch. They've done damn well to get us from the depths of Div 3 to being a team that by 2020 will have spent 6 years in the top two divisions. In Ulster they've being a slight bit unfortunate in losing out by small margins to the eventual winners on a number of occasions. Just to note when Galway beat Mayo a couple of weeks ago in the Connacht championship they had only 2 of their 2011 U21 All Ireland winning team on the panel."
By my reckoning we had 8/9, if we include McVitty, from the U21 teams in 2010- 14 period lining out against Donegal but as Aceofspades says they didn't join a panel where there was a core of experienced solid inter county performers. The players from that period I'd like to see on the panel would be Hession, Gerry Smith, Argue, Sankey who never got a decent chance at Senior level in my opinion and of course Givney but I doubt this is going to happen anytime soon.

The problem is we have inside ball winning forwards. A target man to work off. He doesn't have to be a giant but has to able win ball and bring players into the game. We have many similar players nice footballers but no cutting edge.
The under 21s that won ulster played a system that got them out of ulster but didn't cut it after that hence no all Ireland.
Winning underage is great but we should be using under to develop players who go on for the seniors. Thst is what most professional sports use their underage for.

Sounds great in theory but playing games develops players. Getting humped in one game a year will develop nothing. Maybe if there was a round robin series in Ulster we could focus less on tournament advancement as we would have a minimum number of games to participate in. Professional sports teams can cherry pick individual players from an unlimited hinterland. They also have many competitions with large number of guaranteed games to play in.

Maybe I'm wrong Tom but to me it looks like what we're doing now is what we were doing pre 2010. Not only did it not work, it was disastrous. We had a system since that kept us in games and gave us a chance. Add a bit of quality forwards to that system and you have a real chance. Who's to say it wasn't working. We started from scratch. You can't produce quality forwards every batch so a bit of patience was needed. Management for all their faults recognized that and were tweaking the system every year. But a few bad words from Brolly and co and we flipped. Now they're talking us up with a defense like a sieve. I'd rather their insults than condescension.

I'm with hardtimes. It was Working, it brought us to div1 from the bottom of div3. We were very unlucky in 2 u21 semis losing to a star studded Dublin by 1 point (who subsequently thrashed a roscommon team that went man for man) and that day against Dublin the referee totally done us. Terry had tweaked things in his last year making us top scorers in all 4 divisions before someone thought there was better managers out there dying to come to cavan.
The best teams have a solid defence- Dublin, mayo and Tyrone etc. They focus on attacking quickly. We are a small county not blessed currently with lots if top forwards. We need to make it hard to score against us 1st.
