Pat Flanagan believes the standard of football in Division 4 is on a par with Division 3.
Flanagan, whose Offaly side are on the cusp of gaining promotion from the basement division after a fortuitous win over Carlow last Sunday, told the Midland Tribune: "It is testament to what is going on in different counties that there is no great difference between Divisions 3 and 4. Any of those teams are capable of beating each other.
"Waterford missed a penalty in the last minute to beat Antrim and Longford beat Wicklow, who had a man sent off. It is all very tight.
"We are in a good position. We are in the position we want to be in. We still need to win at least one of our games (against Longford and Antrim) to be prompted and hopefully we will achieve that.
"It's good to be in the position we are in, but we are not playing to the best of our ability by a long way."
