Qualifiers Question

Can anyone answer this question on the qualifiers - are the beaten provincial finalists designated as A or B teams and if so then how? Or is round 4 an open draw with the only rule being that you cannot meet a team you have already met in the provincials?

Connacht and Munster beaten finalists go into A.

Yeh man, I only know because it took me ages trying to find out one day.

I got it from the fixtures section for the AI championship on the GAA website.
