Waterford's delegates have been mandated to vote in favour of the one-on-one penalty at GAA Congress.

The Examiner reports that clubs gave the green light to the proposal at a specially convened board meeting in Dungarvan this week.

"If a goal chance is prevented, you have to give the advantage to the attacking team," Neil Moore of Abbeyside/Ballinacourty commented.

The Deise also gave their support to the five-second advantage rule in hurling and the motion for the concussion substitute.

Former All-Ireland final referee Michael Wadding explained: "What is going to happen is that referees are going to be trained accordingly ... the referee will make the decision that the player be treated, like in rugby."

On the proposed hooter system, chairman Paddy Joe Ryan stated it was "completely unworkable", adding that Central Council was right in his opinon to abandon plans to introduce it ahead of this year's championships.
