Ger Loughnane fears Offaly hurling will "fade away" if the GAA doesn't intervene.
The outspoken pundit, who irked the Faithful last year when he claimed they were "the only team in the modern era where you still see players with fat legs, bellies and arses", is calling on the GAA to step in and help out after yesterday's Leinster SHC defeat to Laois.
"I do feel sorry for Offaly boss Brian Whelahan," the former Clare manager writes in the Irish Daily Star.
"He addressed the lack of fitness and conditioning issue with his squad and they trained very hard over the winter. But it's clear that Offaly simply don't have the players.
"The GAA have to prioritise Offaly for special help. A county that won an All-Ireland as recently as 1998 can't be allowed to fade away."
