Convention regulations and motions

That Coiste na Mí C.L.G. make Páirc Tailteann available to Meath LGFA and Camogie Association (Dunshaughlin motion)

Here's the list of regulations and motions that will be up for debate at the Meath GAA convention on Monday, December 7th.

REGULATIONS:

1. That Regulation 3 (b) and 4 (b) be amended as follows. (Senior, Intermediate, Junior A & Junior B Championships).

There shall be 18 teams in 3 divisions.  Based on 2016 group championship standings.  Groups will be seeded on the basis of their final standing on the completion of the group stages of the 2016 championship results and drawn as follows:

1. For the 2017 Championship

(a) Top 4 teams in each of the 3 groups in 2106 are drawn out first in two groups A & B (6 teams in each) for the 2017 championship.(b) Top 3 teams in Groups A & B and the top 2 teams in Group C after five rounds of the group stages will qualify for the quarter finals of the 2017 championship.(c) Bottom 2 teams in Groups A, B & C after 5 rounds of the group stages in 2016 championship are placed in Group C for 2017, with the exception that the relegated team, following the relegation play off (format as in 2015) will be relegated to the lower championship. The 6th place in group C will be the winners of the lower championship.

2. 2017 (and following years) Championships

(a) The top 3 teams in Groups A & B and the top 2 teams in Group C, after the group stage, will qualify for the Quarter Finals of the Championship. (8 Teams)
(b) The teams that finish in 5th and 6th positions in Groups A, B & C in 2016 less the relegated team, plus the lower grade championship winner (6 teams) are drawn in Group C for the following years competition
(c) Top two teams after 5 rounds of the Group Stages in Group C qualify for the Quarter Finals each year and for the following year's competition are drawn in Group A or B, as determined by draw process.
(d) The teams finishing bottom of Group C after 5 rounds of the group stages are relegated to the next lowest Championship grade for the following year.

Groups to be drawn in rotation and knockout draws are predetermined.

(1) A1 v C2, (2) B1 v C1, (3) A2 v B3, (4) B2 V A3. Semi Finals 1 v 4, 2 v 3.

2. That Regulation 70 (b) be amended to read:

In B leagues Division 3 and lower, if a club/team, for any reason, is unable to field 15 players on any given fixture, the match can be played with a minimum of 13 players.

3. That Regulation 77 be amended to read:

At a date directed by the C.C.C.C. prior to the commencement of the B leagues clubs must submit to the C.C.C.C. the list of players ineligible to play on the various B league teams. 15 for Divisions 1, 2, 3, and 10 for all lower divisions.

When the club plays its first Championship game the starting 15 in this game shall replace the list of 15 previously submitted for Division 1, 2 & 3 and from there on it is that starting 15 in the first Championship game, plus any of the Top 8 submitted for the Championship who, for whatever reason, were not part of the starting 15 for the first round, who are ineligible to play in the B League Divisions 1, 2, or 3. 

In respect of the lower Divisions of the B Leagues, the list of 10 originally submitted as being ineligible for league duty shall be replaced by 10 of the starting 15 in the first round of the championship plus any of the Top 8 who did not play in the opening championship game. New list shall be submitted by the club to the C.C.C.C. after the first round of the championship and before the club's next game of the B League. The rules regarding clubs with more than one B league team shall be pro rata.

A Club whose second B League team plays in Divisions 4, 5 or 6 of the B Leagues must name a second top 15 players that are ineligible to play in these Divisions. These players shall be drawn from the 2nd Championship team.

For Clubs with two or more B League teams the following additional requirement shall apply. Any Substitutes used in the 1st Championship game shall be included on the Clubs second 15 for B League. The Club shall select the appropriate number of players from the starting 15 of the Clubs next level of Championship, including the Substitutes used in the highest level Championship to make up the list of 15 players who are ineligible to play with the Clubs second B League team. The same criteria shall apply to a Club with 3 or more B League teams.

PENALTY: A minimum fine of €200 shall be imposed on a club that fails to comply with the Rules for League eligibility as outlined in the preceding three paragraphs of this regulation.

Resulting from objection or investigation the player or players who are deemed to be in breach of the rule shall be suspended for four weeks and the person deemed to be in charge of the team shall also be suspended for four weeks. The team shall also forfeit the points from any game won while fielding an ineligible player or players and such points will be awarded to the opposition in each relevant match.

4. That regulation 4 (b) be amended to read:

That in the Meath Junior A & B Football Championships, clubs who have a 2nd or 3rd team entered, be placed in a Division or Divisions of their own in the initial group stages.

5. Each year the C.C.C.C. governed by Rule 6.20 T.O 2015 to decide following the processing of affiliations each year under what format the Junior A and B championships will be played. 

They will take into consideration the number of teams entered. They will decide on

(a) How many Divisions it will contain.
(b) How many teams from each division qualify for the Knockout stages.

2nd and subsequent teams play in Junior Reserve Football Championships. 

Each reserve grade to have 12 teams in two divisions of 6 and shall be graded under Rule 3.20 (ii) T.O. 2015.

All teams in each division will play each other with the top three in each division qualifying for the Quarter Finals. (1)A2 v B3, (2) B2 v A3. Semi Finals A1 v 2, B1 v 2.

The two teams that finish in 6th place in each group shall contest the Relegation Final with the loser relegated to the next lowest grade. No club can be promoted or relegated if they already have a team in the higher or lower grade.

The lowest grade of Reserve Championship may consist of more or less than 12 teams if necessary.

There shall be promotion/relegation between the reserve Junior Grades and no promotion from Junior A Reserve to Junior Football Championship proper.

A reserve team if results show may apply to the C.C.C.C. under Rule 3.20 (ii) to play in the Intermediate Championship.

All regulations to be  amended accordingly.

6. That regulation 32 be amended to read:

(a)   Gate receipts/vouchers must be returned to an Cisteoir within five days of fixture. 
(b)   Failure to comply with the above shall entail a fine of €50.00 per week for each week when the five day period expires and club grounds may not be considered for further championship games.

7. That a new regulation under finance be added:

Each club affiliated to Coiste na Mí C.L.G. must pay an annual administration contribution of €500 toward the running of the office of Coiste na Mí.

8. That Rialacháin Coiste na Mí Football Competitions 1A and 1B be adhered to in 2016.

9. That Rialacháin 36 Coiste Chontae 2015 be amended to read:

All County Team managers can only be appointed by the Coíste Contae on a majority decision in favour of the recommendation of Coíste Bainistí.

Nominations for the position of Team manager must be submitted by clubs, to Runaí Coíste Chontae prior to a date to be specified by Coíste Banstí. Coíste Bainstí shall have the power to nominate other persons outside of those nominated by clubs.  Coíste Bainstí must establish a FoChoiste to interview all nominated Candidates.

This Fochoiste shall recommend a candidate to Coíste Bainstí who in turn must recommend this person to coíste chondae for ratification by a majority decision.

Where there is only one person nominated by clubs for position of any county team manager and also a person nominated by Coíste Bainstí.  Then the process of establishing a FoCoíste to interview these candidates must take place.

Coíste Chontae shall also ratify on a proposal from Coíste Bainstí the length of term up to a maximum of three years for each manager.  When the position of a manager becomes vacant after his review or term expires.  Then a new process of nominations by clubs must take place.

The successful candidate in each case must nominate his selectors and members of his management Team to Coíste Bainstí for recommendation to Coíste Chontae for ratification.  He shall appoint the captain and vice captain of the relevant team.  All County managers Football and Hurling from U14 to minor must be in line with adult process which is open to nominations from clubs and interviews.

10. That the following regulation be added under finance.

That gross gate takings, for which gate vouchers were issued, be itemised in the balance sheet for the County Convention as was the practice in previous years.

11. That a new regulation under general be added:

That Coiste na Mí C.L.G. make Páirc Tailteann available to Meath LGFA and Camogie Association. One day for Junior, Intermediate and Senior football and one day for Junior, Intermediate and Senior Camogie.

12. That regulation 4 (b) be amended to read:

(b) There shall be 18 teams in 3 Divisions. All teams that are a club's second or subsequent team(s) will be drawn in the same group(s) where possible. All club's second or subsequent team(s) will be placed in Pot A and drawn in Group C. Any remaining second or subsequent team(s)shall be placed in Pot B with the other teams to be drawn in Groups A and B in rotation. Top 3 teams in Group A, B and C will qualify for knock out stages. 

Preliminary quarter Final Draw B3 v C3. Quarter Final Draw (1) A1 V B3 or C3. 

(2) B1 V C2. (3) C1 V A3. (4) B2 V A2. Semi Final 1 v 4, 2 v 3.

Relegation: 

• IFC (1 team to be relegated to JFA) 
• JFA (1 team to be relegated to JFB) 
• JFB (1 team to be relegated to JFC)

Bottom team in each group into 3 way playoff. Game 1. A6 V B6, Game 2 Loser of Game 1 V C6, Game 3 Winner Game 1 v play C6 In the event of game 1(A 6 v B 6) finishing level the following procedure will apply. A6 shall play C6 in Game 2. Game 3 shall be between C6 & B6. 

If teams finish level on points the Rule 6.22 TO 2014 will apply.

13. That regulation 9 be amended to read:

That U20 football competitions be organised as follows. U20 to be replaced by U20 pro rata.

14. That regulation 46 (g) be amended to read:

That  U20 hurling competitions be organised as follows. U20 to be replaced by U20 pro rata.

15. That regulation 64 (a) be amended to read:

A promotion and relegation system shall apply in all divisions on a two up two down basis.

Relegation The team that finishes bottom in each division Except the bottom division) shall be relegated and the second relegation place will be decided by a play off between the 2nd and 3rd   placed teams from the bottom. Promotion The top placed team in each division shall be promoted and earn a place in the league final. Second promotion place and league final place to be decided by a play off between the 2nd and 3rd placed teams in each division. Top team in Division 1 to in the league final. Other Division 1 finalist to be decided by a play off between the 2nd and 3rd placed teams. League positions will not affect status for Championship purposes.

16. Regulations 9 (f) be amended to read:

Depending on the time restraints available the CCC can decide to run The U21 Football Championship and Competitions as a Knock out Competition, a League Competition or a knock out with a Back door Competition.

17. Regulations 46 (g) (vi) be amended to read:

Depending on the time restraints available the CCC can decide to run The U21 Hurling Championship and Competition as a Knock out Competition, a League Competition or a knock out with a Back door Competition.

18. Regulation 64 (a) be amended to read:

A promotion and Relegation system shall apply in all Divisions of a three (3) up three (3) down basis. League positions will not affect status for Championship purposes.

19. That Clubs that enter a 2nd B League team shall be placed into a Division of their own. This League to have the same Rules and Regulations as B Leagues Division 5 and 6 on playing numbers.

Regulation 68 and 77 be amended accordingly.

22. That the words "Junior 2" be deleted from Regulation 47(a).

23. The following regulation be added:

A dedicated Fe 11 Coiste be established to help organise games and blitzes up U11 at both Football and Hurling. Meath Coaching and Games and Coiste na nÓg to have representation on this Coiste.

24. That regulation 35 be amended to read:

Referees' Expenses:

(a)   Senior & Intermediate Championship ONLY.  Single Journey Four neutral umpires' names must be provided €50. 
(b)   Junior & U21 ONLY Single Journey with at least two neutral umpires  €40 Single Journey with no umpires €30.
(c)   League/Feis/Corn na Bóinne/Tailteann/Brendan Davis Cup Single Journey with at least two neutral umpires  €40  Single Journey with no umpires €35. 
(d)   All Underage Single Journey with at least two neutral umpires  €30 Single Journey
(e)   €20 extra to be paid where referee officiates at a second game. 
(f)   The above rates apply to adult and underage games only and must be strictly adhered to.
(g) Referees Expenses to be deducted from gross gate and paid by club to the referee on the day of the game.

25. That regulation 3 (b) be amended to read:

MOTIONS:

1. That Rule 6.7 (2) (a) & (b) be included in Meath Bye Laws No 19 with the addition of the words "Juvenile" to be included as follows;

Subject to allowance by the County Committee under Rule 3.19 (n); A player of Club without a Juvenile/Minor/U21 team, subject to County Bye Law, may play;

(a) With an Independent Juvenile/Minor/U21 Team within the County which shall not bear the name of an Adult Club within that County
(b) With another Juvenile/Minor/U21 team within the County. In the case of a team having 5 or more players under this provision in Rule, the team shall play under and be recognised by the amalgamated names of the Clubs in question or by an Independent name which shall not bear the name of an Adult Club within the County.

2. That the following be included in Meath Bye Laws and Regulations and that an application be made to Ard Comhairle 6.7 (B) (1) Paragraph 2.

A County Committee may make alternative arrangements in the interests of the promotion of Hurling/Football, provided that the arrangements have been approved by Central Council;

"The age limit for all Competitions organised by Coiste na nÓg and Coiste Fe 18 shall be by reference to the age of any player on the 1st of January in the year which the relevant Competition commences. To be eligible for the Grades list hereunder, a player shall meet the respective stated age criteria:

Minor (U18) Be under 18 and over 16 years
Under 17 Be under 17 and over 15 years
Under 16 Be under 16 and over 14 years
Under 15 Be under 15 and over 13 years
Under 14 Be under 14 and over 12 years
Under 13 Be under 13 and over 11 years
Under 12 Be under 12 and over 10 years
Under 11 Be under 11 and over 9 years
Under 10 Be under 10 and over 8 years

3.   That Clubs or independent teams not competing in the U17 Division 1 Football/Hurling Leagues may apply to amalgamate as an Independent team to contest the U17 Football/Hurling Championships subject to approval by the Coiste Fe 18 Grading Committee and Ratification by Meath CCC.

Players from Clubs/Independent teams who get permission to amalgamate as above may also compete at a lower grade of U17 Championship with their registered Club. Players U17 Championship status will not be affected by playing Division 1 with their new amalgamated Independent team. Coiste Fe 18 to organise the competitions to such arrangements.
