There could be something said for this rule only affecting the top tier counties. I think the rule probably hurts the development of the game at this level where theres more of a risk of too few matches than there is of player burnout. There hasn't been an U21 hurling championship played in Longford for years. Last year was the first time in a long time we fielded a county U21 team & half that team was minors (put it up to Donegal for 40 minutes!). If a county cant field an u21 team from all its 19, 20 and 21 year olds then its time to pack it in.

Its not time to pack it in, its time for Croke Park to start asking questions of said county boards as to how they allow this to happen. A wrap over the knuckles and maybe a fine may allow them to focus a bit more on the small ball game. Only recently Armagh failed to field in an Ulster minor hurling championship game, conceding the morning of the game and Derry have a history of pulling out of U21 hurling championship games. Yes, we can enter club teams or county development squads in Westmeath underage competitions on the premise that we travel to all games.
