Two years ago Cavan were hammered by Fingal in the All-Ireland minor 'C' hurling final & last year Mayo dropped down from 'B' to hammer Monaghan in the final even though they've been competing respectfully well at 'B' for years at underage. Mayo are AGAIN at 'C' level this year in the minor. Who grades these things & how is that good for developing hurling in the likes of Cavan & Monaghan???
