7,000 seater stand planned for Pairc Tailteann

The planning application will cost €320,000 with a 7,000 capacity stand planned with the first phase providing for the installation of 4,000 seats. It was announced that the stand would take 24 months to complete.
Any engineers or town planners here? Can anybody explain why does an planning application fee cost 320,000?

This response was given to the Meath Chronicle by the County Board when asked about the cost of planning application

When the presentation was made to Meath Co Board and the clubs the reference was made to the cost of "applying for planning permission" as an estimated €300,000. It should probably have been explained more fully as the cost of designing the new stadium and the preparation of the plans, specifications and drawings for planning.
To do this it is necessary to appoint consultants for the following services: Architectural; Structural and Civil Engineering; Mechanical and Electrical engineering; Quantity Surveying; Fire Consultant; PSDP Consultant; DAC Consultant; Planning Consultant; Part L Compliance; Traffic Consultant; EIS Specialist; Project Manager; Pitch Specialist; Floodlights Specialist; Asbestos Removal Expert; Assigned Certifier
The €300,000 figure mentioned is for the completion of a master plan, required by Meath Co Council, for the development of Páirc Táilteann and the full design of a new "best in class" stadium in Navan.
This means the appointment of a competent design team with established experience and track record of designing projects of a similar nature.
The work in producing a master plan and planning application will require the appointment of qualified and experienced companies in a number of disciplines: Architects, Quantity Surveyors, Civil and Structural Engineers, Health and Safety, Mechanical and Electrical.
There was a competitive process where tenders were sought from a number of established firms in these disciplines. There was a good response and the process will be completed in the next few weeks. The projected cost is an estimate until that process is complete.
The process followed for this tender is the same as the one followed for the Dunganny project.
That project was delivered on time and within the budget.

A few weeks ago Paraic Duffy came to Dunganny to talk to Meath club delegates about the Super 8 proposals. That night the club delegates voted in favour of backing the proposal. Surely the proper process should have been for delegates to bring what Paraic presented to them back to their clubs and for each club to discuss the proposal and send their delegate back to another meeting mandated as how to vote. Not for club delegates to vote using their personal opinion based on the presentation given by the Director General. If this happened in one county, how many other counties and delegates carried out their business in a similar manner? Also that night Mr. Duffy promised delegates that Croke Park would financially support the redevelopment of Pairc Tailteann. A nice sweetener to throw in

Meath County Board have been lobbying Central and Leinster Councils for funding to redevelop Pairc Tailteann long before any Super 8 proposals came to light and positive response to that lobbying was indicated long before any Super 8 proposals, the redevelopment of Pairc Tailteann was not dependent on supporting those proposals and I might add that Meath have had to raise the €320'000 required for planning themselves with support of the clubs and individuals and will have to also raise significant funds to get the development complete, it is certainly not being entirely bankrolled by Leinster or Central Councils, however ye might want to lobby Central Council to put a decent size roof on that stand in Breffni Park :-)
