It'd be a complete waste of money. There's a reason we're unprepared for events like this, because they're very rare thankfully. Having everything in place costs money, and it wouldn't be good use of already stretched funds. Siberia doesn't have much of a choice though, seeing as these conditions are comonplace for them, so they obviously have to get on with it. We had to queue in the shop for over an hour and the walk home against the blizzard in 3ft of the white stuff was a nightmare. There's been a lot of complaining this week about Ireland being unprepared for such events. If people want us to waste money we don't have on infrastructure to deal with once in 30-year events, then by all means.
