Some details of the proposals that were outlined at the Forum on Monday night have been circulated in our club newsletter and they're set out below. I think Clubs were asked to examine them and come back at a future County Board meeting with clear opinions and any additional proposals as they arise. Any changes would have to be approved by vote at the County Convention near the end of the year so it's important that clubs start examining the proposals. Not sure what the logic is of playing the U20 football in Feb - a lot of the players will be in University, so no training. Perhaps the idea is to give them something to do over the winter but would the Hurling not have the same problem? is the inter county season for U20 hurling going to be football early and Hurling late? but wouldn't the U20 Hurling just shove more games into a time when the adult championships are on? Perhaps the problem is with the U20 itself - what is the aim of this grade? In under 21 players at age 21, 20, 19, 18 and 17 could play. Under these proposals at under 20 only 20, 19 and 18 year olds can play. That will mean many clubs won't be able to field a team for an under 20 competition.

Moving the age grades makes sense with minor now Under 17 and 17 year olds not playing adult games.. It would remove alot of the problems. I like the idea of free grading for an 18 year olds but would like more done on grading.. If you are brought on for five minutes in the frst champiosnhip game you might not get another decent run with the club first team and cannot play championship with 2nd team. Not sure I agree about grading. If u play with your first team in championship you can't play with the second team. Its a very simple system and easy to police. Bringing in rules based on the numbers of minutes played would be a receive for disaster in terms of policing it, arguments, appeals etc. Say for example the rule was anyone who plays less than 15 minutes with first team can still play with second team, and a player is brought on 15 from the end of the game, but there are 5 mins injury time? And I don't get the idea of running Junior A on a district basis. There aren't enough teams in Junior A to create decent districts, for example I don't think there are any new Ross teams in Junior A hurling. why is that? You have 3 years of eligible players, most other underage teams you have 2 or 3 years of eligible players. This is to encourage players to keep playing after minor where there is a big dropout. Surely it should be encouraged to try something to keep players playing and to retain an interest rather than just moaning straight away about the proposal. I dont know if it will work, but surely it is worth trying out rather than our usual pissing and moaning about everything going on in the county. People whinge when nothing is done. And then people whinge when they try do something different. Same for other proposals. At under 21 level you have 5 years of eligible players. Under this new proposal a club will only have 3 years of eligible players. At all other age groups a club has 4 years of eligible players. Drop off rates are highest between 17 and 20 which is why it is necessary to have 5 years of eligible players at under 21 and only necessary to have 4 years at all other age levels. My club this year at under 21 hurling fielded a team on our own and have fielded a team on our own for probably the last 30 years without fail, but if the proposed under 20 structure was in place for 2017 we would not have been able to field a team as we relied on 6 under 17s for this years team and still only had a panel of 18 players. I'm sure we would not be alone in struggling to field a team if this were the case. Thinking ahead to next year if we could only use 18, 19 and 20 year olds we would have a panel of 14

I like the idea of the free grading aswell and I don't think its that ti police. Of course it is a pain that when a player comes on for 5 minutes, he can't play with a second team for the rest of the year but unfortunately there isn't any other way around this. Also increasing the league teams from 6 to 8 is good, more matches. Not so sure about changing u21 to u20 either, they have stated to try and give teams at this grade at least 4 to 5 matches. Will it be on groups I wonder? A few more matches might keep players involved instead of one match as it is now for most teams. Like it dosent really solve the question of the forum "fixtures" does it? Still play two rounds in April. Is that not already the case? Also agreed to get u20 football earlier in the year when other competitions are a bit quieter. I think the under 20 hurling should be run in January and the Under 20 football in March
