Laois manager John Sugrue believes that there is not much to separate the counties in Divisions 2, 3 and 4.
Sugrue and his Laois charges embark on their Division 4 campaign this weekend when they take on Limerick at O'Moore Park on Saturday evening. Throw in is at 7pm.
And he points to the fact that the Shannonsiders have competed in Munster SFC finals as proof that a lot of the counties outside the top flight are at the same level.
"This is inter-county football, and I think if you cast your eye over Division 3 and Division 2, you could put a blanket over all three divisions," Sugrue told the Leinster Express.
"To some degree, a team in Division 2 could get a good game from a team in Division 4, they would not be comfortable and it would be a stern test.
"Limerick are a side with a really good history, they have been in Munster finals, and a team like that doesn't just appear over night."
